Ask five people around Nash County whether you need a fence permit, and you’ll get five different answers. The honest answer depends on where your property sits. Nash County includes unincorporated land, the city of Rocky Mount, and nine incorporated towns, each handling fence permits differently. Roy Garner has been in the trade since 1987, the source of the company’s “Fencing Since 1987” name, and Fence Craft is now a third-generation family business.

Unincorporated Nash County

If your property sits outside Rocky Mount and outside the county’s towns, you’re in the unincorporated county, where a separate set of zoning rules applies. We couldn’t independently confirm the exact height limits, setback distances, or permit triggers for this area, so rather than guess, we’re pointing you to the source.

Contact the Nash County Planning & Inspections Department at 120 W. Washington St., Suite 2110, Nashville, NC 27856, (252) 459-9809, or nashpermits@nashcountync.gov before you plan your layout. Fence Craft’s unincorporated-area team works throughout the county and can help you figure out what to ask.

City of Rocky Mount

Inside Rocky Mount city limits, even a fence 7 feet or shorter, which skips the standard building permit, still needs a separate residential Fence Permit application. The application requires a site plan showing property-line distances, lot shape and size, and how the fence relates to the street, plus whether it’s a “security fence” (barbed wire, razor wire, embedded glass, or electrified).

Fees are tiered by project cost: $65 for $0 to $5,000, $75 for $5,001 to $10,000, and $100 for $10,001 and up. Skip the permit, and the fine is $250. Rocky Mount doesn’t publish a standard review turnaround, so contact the Planning Division for current processing times.

Find the Rocky Mount residential fence permit form online, or reach Development Services at 331 S Franklin Street, Rocky Mount, NC 27802, (252) 972-1172, devserv@rockymountnc.gov. Fence Craft in Rocky Mount files this permit for most projects, though a few jurisdictions require homeowners to pull their own.

Nashville and the Other Incorporated Towns

Nash County has nine incorporated towns: Bailey, Castalia, Dortches, Middlesex, Nashville, Red Oak, Sharpsburg, Spring Hope, and Whitakers. Each runs its own permit process, separate from the county and Rocky Mount. In Nashville, for example, permitting goes through Town Hall, not the county, so check with the town before you build.

Reach Nashville Town Hall at 200 W. Washington St., Nashville, NC 27856, (252) 459-4511. Fence Craft can pull permits in most of these towns, though a few require the homeowner to apply directly.

Rocky Mount Fence Height, Placement and Safety Rules

The numbers below apply specifically inside Rocky Mount city limits. If you’re in unincorporated Nash County or one of the towns, confirm your own height and placement rules with that jurisdiction’s department instead.

Height Limits by Yard

Front-yard fences 4 feet or shorter are unrestricted in Rocky Mount. Taller front-yard fences must sit back to whichever line gives more setback: the front corner of your house, or 25 feet from the right-of-way.

Side and rear yards allow up to 6 feet 6 inches without extra review. Side or rear lot lines can go up to 8 feet if the Planning Board approves it as part of a residential planned building group review. Industrial and business zones allow up to 10 feet.

Sight-Distance Triangles at Corners and Driveways

Rocky Mount requires a clear 35-foot sight-distance triangle at driveway entrances and exits and on street-corner lots, so drivers can see oncoming traffic and pedestrians. “Open” fences, meaning at least 50 percent see-through, are exempt from this requirement.

Pool Barrier Requirements

Pool fences in Rocky Mount need self-closing, self-latching gates that swing away from the pool, with the release mechanism 54 inches or higher, or restricted nearby openings if it’s lower. Gaps and cutouts can’t exceed 1.75 inches, and the fence can’t offer climbable footholds. See the Rocky Mount pool fence barrier guide for full details. Aluminum and ornamental fencing naturally fit these rules, worth noting when you choose a style.

HOA Rules vs. City and County Codes

An HOA approval and a government permit are two separate requirements. Nash County homeowners need to satisfy both. One doesn’t replace the other, no matter how strict or lenient your HOA turns out to be.

What HOAs Can and Can’t Require

HOA covenants can layer on extra restrictions, like specific materials, approved colors, or height caps lower than what the city or county allows. What an HOA can’t do is override zoning to be less restrictive than the law requires. Getting HOA approval never substitutes for the required permit from Rocky Mount, Nash County, or your town. Plan on submitting to both your HOA and the correct permitting office before you start.

How Fence Craft Helps You Navigate HOA Approval

Most HOAs want a spec sheet, a material sample, and setback documentation before they’ll sign off on a fence. We handle these packets regularly, so we know what a typical HOA board expects. As an AFA member with a 5.0-star rating across 14 Google reviews and a 12-month craftsmanship guarantee, we’ve built our name on getting details right. Meet the Fence Craft team. We build relationships and fencing, too.

Special Situations to Check Before You Build

A few situations call for an extra step, even after you’ve sorted out permits and HOA approval. Here’s what else to check before you build.

Rocky Mount Historic Districts

Properties inside a Rocky Mount historic district need a Certificate of Appropriateness from the Historic Preservation Commission before any exterior change, fences included. The city’s Design Guidelines flag vinyl and chain-link as inappropriate there, so plan on a different material and extra review time before you schedule installation.

Utility and Drainage Easements

Fences built inside a utility or drainage easement can be subject to removal. We couldn’t confirm exact easement widths or removal notice policies, so before you dig, confirm your easement lines with the Planning Division and keep your fence clear of them.

Calling NC 811 Before You Dig

State law requires a utility locate call at least three full business days before you dig any post hole. Your ticket stays valid for 28 calendar days from your listed start date. Review the NC 811 utility locate requirements before you schedule work.

4 Fence Styles Built for Nash County’s Soil and Storms

Eastern North Carolina’s sandy soil and storm season shape how we build in Nash County. We use posts rated UC4A for ground contact, or UC4B in wetter or more severe soil, with hot-dip galvanized or stainless fasteners, since modern copper-based preservatives corrode standard steel faster than older treatments. Posts go in roughly one-third of the fence’s total height, set in concrete, a discipline our AFA membership holds us to.

1. Wood Fencing

Wood is the classic, budget-friendly choice, and still one of the most requested styles in Nash County. Like every fence we install, it needs ground-contact rated posts and corrosion-resistant fasteners for the region’s sandy soil and humidity. Done right, a wood fence gives you a warm, traditional look without cutting corners underground. Explore our wood fence installation services.

2. Vinyl (PVC) Fencing

Vinyl fencing is low-maintenance and holds up well against Nash County storms. A wall thickness of 0.100 inches or thicker is a generally accepted quality benchmark, though not a code requirement. One exception: skip vinyl in a Rocky Mount historic district. The city’s Design Guidelines flag it as inappropriate there. Browse our vinyl and PVC fencing options to see if it fits your project.

3. Aluminum and Ornamental Fencing

Aluminum and ornamental fencing resist corrosion well, which matters in Nash County’s humid climate. They’re also well-suited to the pool barrier rules covered earlier, since the open, vertical-picket style naturally fits the gap and climbability requirements. If you want an upscale look without heavy upkeep, this style is worth a look. See our aluminum and ornamental fencing options.

4. Chain Link Fencing

Chain link remains a practical, economical option for security and containment, whether you’re fencing a yard, a lot, or a work site in Nash County. The same historic-district caution applies here: chain link isn’t the right fit inside Rocky Mount’s historic districts. Outside those areas, it’s hard to beat for the price. Learn more about our chain link fence installation services.

Frequently Asked Questions

Do I need a permit to build a fence in unincorporated Nash County?

Possibly, but we couldn’t confirm exact permit triggers, height limits, or setback rules for unincorporated Nash County. Contact the Nash County Planning & Inspections Department at (252) 459-9809 or nashpermits@nashcountync.gov before you plan.

How much does a Rocky Mount fence permit cost?

Rocky Mount’s fee is tiered by project cost: $65 for up to $5,000, $75 for $5,001 to $10,000, and $100 above $10,001.

Can my HOA reject a fence the city already approved?

Yes. An HOA can enforce its own covenants, like material, color, and height restrictions, on top of city or county code, as long as those rules aren’t less strict than the law requires. City approval doesn’t override your HOA.

Do I need a permit for a fence around my pool in Rocky Mount?

Yes, and it must also meet Rocky Mount’s pool barrier rules: self-closing, self-latching gates, a release mechanism at least 54 inches high, and gaps no larger than 1.75 inches.

What happens if I build a fence without a permit in Rocky Mount?

Rocky Mount can fine you $250 for skipping the required permit, plus whatever it costs to bring the fence into compliance.

Can Fence Craft pull my permit for me?

In most of our Nash County service area, yes. A few jurisdictions require the homeowner to apply directly, and we’ll tell you upfront if yours is one.
